A man was killed in a shooting in north St. Louis early Wednesday morning, marking the city’s 11th murder of the year.

St. Louis and Bi-State Development are pivoting from a light rail expansion to a Bus Rapid Transit (BRT) system to connect the city’s north and south sides.

Giccio Stephens, 68, was charged with first-degree murder, first-degree assault, unlawful possession of a firearm and two counts of armed criminal action.
