NCAA approves modified football targeting rule, but does not outlaw ‘short’ pants
However, the NCAA did not approve a rule stating that players must wear “leg coverings from the top of their shoes to the bottom of their pants.” This would have done away with “short pants” that have become ever popular in college football in recent years.
